"The capital city of the Council, a tribal alliance of the horned feran race. Although the tribes sometimes war against each other, Ashkar has been a neutral zone since ancient times. The Council holds the power to negotiate between the tribes and ensure that they can stand against the Empire. It was built atop a vast network of unexplored underground tunnels harboring mysterious monsters and ancient secrets."
